Each vault defines an explicit governance set. A district can issue verified resident passes so voting eligibility follows residency or another community-defined rule instead of wallet wealth.
The proposal can include an invoice, contractor address, completion documentation, receipts and photographic evidence. The financial settlement is then permanently linked to the approved proposal.
Solana transaction fees are normally small compared with traditional administrative costs, although actual fees depend on network conditions and the final contract implementation.
The intended CIVIC vault architecture does not give a single manager arbitrary withdrawal rights. Execution follows configured quorum, approval and destination rules.
